While I think some of the programs funded by the tax could certainly be cut, and the revenues could be put toward other funds, I would still approve of taxing cigarettes. But then again, I do think smoking is rather 'villainous' (to borrow your word). Smoking is bad, and the negative impact is proven to extend beyond just the individual user.
